Summary: This recruitment is for an intermittent Staff Roman Catholic Chaplain at the Gulf Coast Veterans Health Care System at Biloxi, Mississippi. The Chaplain is to provide pastoral counseling, treatment and spiritual care; worship services and specific religious ministry to meet the needs of Roman Catholic Veterans.
Intermittent is no regular tour of duty. The chaplain is called to work when needed. The pay is per hour worked.
ABOUT VA BILOXI: Gulf Coast Veterans Health Care System (GCVHCS) consists of a VHA hospital facility in Biloxi, Mississippi. GCVHCS also has Community Based Outpatient Clinics in Mobile, Alabama; and Pensacola, Eglin Air Force Base and Panama City, Florida, serving the four counties along the Alabama Gulf Coast, seven counties along the Mississippi Gulf Coast, and seven counties in Northwest Florida. GCVHCS is a tertiary care facility classified at Clinical Referral Level 1c. It is a teaching hospital, providing a full range of patient care services with state-of-the-art technology, education, and research. Comprehensive health care is provided through primary care, medicine, surgery, psychiatry, psychology, neurology, oncology, dentistry, geriatrics, extended care, and physical medicine and rehabilitation. GCVHCS is a part of Veterans Integrated Service Network 16, which includes facilities in Alexandria, New Orleans, and Shreveport, LA; Houston, TX; Oklahoma City and Muskogee, OK; Little Rock and Fayetteville, AR; and Jackson, MS. The Chaplain's duties includes but not limited to:
Ensuring that patients (both inpatients and outpatients) receive appropriate clinical pastoral
care, as desired or requested by the patient
Ensuring the hospital, domiciliary, and nursing home patient's constitutional right to free exercise of religion is protected.
Protecting patients from having religion imposed upon them.
Collaborating with health care providers in providing holistic care throughout a full spectrum of interventions and services as appropriate to an individual's needs.
Conducting religious services and all rites and sacraments required by Roman Catholic patients
Providing pastoral care for individual patients.
Providing pastoral counseling with individuals and immediate family members in crisis situations.
Facilitating spirituality and therapeutic groups.
Conducting funerals and memorial services as authorized.
Coordinating spiritual care for VA patients in all inpatient and outpatient treatment settings.
Providing a well-rounded ministry to veteran patients and family members.
Participating in the total care program of the medical center with other professional and non professional individuals and services and interpreting the purpose and mission of the hospital, as appropriate, to the religious and civic community.
Providing religious services, instruction, and pastoral care for inpatient and outpatient recipients and their families.
Performing spiritual care assessments and interventions with patients in a variety of healthcare settings.
Working with patients in a variety of encounter modalities such as individual counseling, facilitating therapeutic groups, and providing expertise when moral and ethical issues arise.
Locating other VA chaplains in the medical center or clergy person from the community when patients have religious needs that he/she cannot meet.
Documenting patient assessment, treatment and ministry in electronic records.
To be considered for this position applicants must meet all of the following requirements:
1. Ecclesiastical Endorsement: The Roman Catholic Church endorses ordained Priest. An ecclesiastical endorsement, dated within 12 months prior to the closing date of this announcement. Ecclesiastical endorsements for Roman Catholics are issued only by the Archdiocese for the Military Service USA in Washington, DC. The endorsing official is Bishop Richard Higgins, phone number . 21. Endorsements must be specifically for VA Chaplaincy. Endorsement for the Armed Forces on the military endorsement form (2088) is not acceptable for VA Chaplaincy. Endorsements for the Federal Bureau of Prisons, for the Association of Professional Chaplains or for other groups are not valid for VA.
2. Education: A Master of Divinity from an accredited institution or the equivalent. Equivalent education is a bachelor's degree from an accredited institution plus at least 70 graduate semester hours which included all of the following: at least 20 semester hours in pastoral ministry; 20 semester hours in any combination of theology, ethics, and philosophy of religion; 20 semester hours in the study of sacred writings, including the study of languages in which sacred writings are written; and 10 semester hours in religious history and/or world religions.

Clinical Pastoral Education: In addition to the experience requirement described below, applicants must have completed at least 2 units of Clinical Pastoral Education (CPE) as defined by the Association for Clinical Pastoral Education (ACPE), or the National Association of Catholic Chaplains (NACC). Other training will be considered on a case-by-case basis for equivalency. 800 hours of supervised ministry in a formal training program which incorporated both ministry formation and pastoral care skills development is required for equivalency to two units of CPE.

Experience: For GS-11 ; at least two years of ministry experience. At least one year of this experience must have followed completion of the Master of Divinity or equivalent education. Experience during graduate education may count for up to one year of the two years of required experience. For GS-12: At least 3 years of professional ministry experience. At least 2 years of this experience must have been obtained after completion of the Master of Divinity or equivalent. Experience obtained during graduate education may be counted for up to one year of the 3 years required. In addition to the GS-12, at least one year of the required ministry experience must have demonstrated all of the following:
(a) ability to serve as a consultant or expert to a multidisciplinary treatment team;
(b) in-depth knowledge of related professional fields, particularly in the behavioral sciences;
(c) understanding of, and ability to respond to, the particular concerns and issues pertaining to treatment of veterans;
(d) knowledge of the structure, regulations, practices, and programs of healthcare delivery systems;
(e) ability to interpret and apply a body of rules, regulations, policies, and procedures in professional practice;
(f) ability to develop and maintain liaisons with a variety of outside organizations.
Completion of a doctoral degree directly related to pastoral ministry in addition to the Master of Divinity or equivalent may be substituted for one year of this experience.
5. English Language Competency: All applicants must be proficient in written and spoken English.

Performing sacraments, rituals, ordinances, and worship service as appropriate to meet the needs of patients of the faith group by which the individual is endorsed
Dealing effectively with diversity. Providing culturally competent care
Taking initiative to seek methods to improve care and to lead workgroups, committees, and teams
Assessing patients' spiritual needs and planning care in various care settings
Applicants will be given a numerical score between 70 and 100. The numerical score is based on the totality of relevant competencies. It is not determined by summing scores on each competency.
