Summary: This recruitment is for an intermittent Staff Roman Catholic Chaplain at the Gulf Coast Veterans Health Care System at Biloxi, Mississippi. The Chaplain is to provide pastoral counseling, treatment and spiritual care; worship services and specific religious ministry to meet the needs of Roman Catholic Veterans.
Intermittent is no regular tour of duty. The chaplain is called to work when needed. The pay is per hour worked.
ABOUT VA BILOXI: Gulf Coast Veterans Health Care System (GCVHCS) consists of a VHA hospital facility in Biloxi, Mississippi. GCVHCS also has Community Based Outpatient Clinics in Mobile, Alabama; and Pensacola, Eglin Air Force Base and Panama City, Florida, serving the four counties along the Alabama Gulf Coast, seven counties along the Mississippi Gulf Coast, and seven counties in Northwest Florida. GCVHCS is a tertiary care facility classified at Clinical Referral Level 1c. The Chaplain's duties includes but not limited to:
Ensuring that patients (both inpatients and outpatients) receive appropriate clinical pastoral

Conducting religious services and all rites and sacraments required by Roman Catholic patients
Providing pastoral care for individual patients.
Providing pastoral counseling with individuals and immediate family members in crisis situations.
Facilitating spirituality and therapeutic groups.
Conducting funerals and memorial services as authorized.
Coordinating spiritual care for VA patients in all inpatient and outpatient treatment settings.
Providing a well-rounded ministry to veteran patients and family members.
Participating in the total care program of the medical center with other professional and non professional individuals and services and interpreting the purpose and mission of the hospital, as appropriate, to the religious and civic community.
Providing religious services, instruction, and pastoral care for inpatient and outpatient recipients and their families.
Performing spiritual care assessments and interventions with patients in a variety of healthcare settings.

Locating other VA chaplains in the medical center or clergy person from the community when patients have religious needs that he/she cannot meet.

2. Education: A Master of Divinity from an accredited institution or the equivalent. Equivalent education is a bachelor's degree from an accredited institution plus at least 70 graduate semester hours which included all of the following: at least 20 semester hours in pastoral ministry; 20 semester hours in any combination of theology, ethics, and philosophy of religion; 20 semester hours in the study of sacred writings, including the study of languages in which sacred writings are written; and 10 semester hours in religious history and/or world religions.

Clinical Pastoral Education: In addition to the experience requirement described below, applicants must have completed at least 2 units of Clinical Pastoral Education (CPE) as defined by the Association for Clinical Pastoral Education (ACPE), or the National Association of Catholic Chaplains (NACC). Other training will be considered on a case-by-case basis for equivalency. 800 hours of supervised ministry in a formal training program which incorporated both ministry formation and pastoral care skills development is required for equivalency to two units of CPE.

Experience: For GS-11 ; at least two years of ministry experience. At least one year of this experience must have followed completion of the Master of Divinity or equivalent education. Experience during graduate education may count for up to one year of the two years of required experience. For GS-12: At least 3 years of professional ministry experience. At least 2 years of this experience must have been obtained after completion of the Master of Divinity or equivalent. Experience obtained during graduate education may be counted for up to one year of the 3 years required. In addition to the GS-12, at least one year of the required ministry experience must have demonstrated all of the following:
(a) ability to serve as a consultant or expert to a multidisciplinary treatment team;
(b) in-depth knowledge of related professional fields, particularly in the behavioral sciences;
(c) understanding of, and ability to respond to, the particular concerns and issues pertaining to treatment of veterans;
(d) knowledge of the structure, regulations, practices, and programs of healthcare delivery systems;
(e) ability to interpret and apply a body of rules, regulations, policies, and procedures in professional practice;
(f) ability to develop and maintain liaisons with a variety of outside organizations.
Completion of a doctoral degree directly related to pastoral ministry in addition to the Master of Divinity or equivalent may be substituted for one year of this experience.

HOW TO VERIFY COMPLETENESSS OF APPLICATION
There will be times when we cannot verify if your application is complete. Please follow the steps to verify if your application is complete.
Sign-in into
Select, My Account and a drop down menu will appear.
Select, Application Status history of jobs will appear.
Select, More Information and you will be directed to Application Manager (Application Package Status Page).
Under Documents, lists all documents that have successfully uploaded, pending upload or upload error.
For Successfully uploaded documents: Open each documents and perform an inventory of what is required to be submitted.
For upload Error(s): Click, Add documents, and follow the instructions. Main two reasons for upload errors - file is larger than 3 megabytes or wrong file format. The correct file formats are GIF, JPG, JPEG, PNG, RTF, PDF or Word (Doc or DOCX).
REPORTING PROBLEMS WITH APPLICATION MANAGER
To report a problem with Application Manager, send an email message to . In your message, provide the following information if possible:
Your Application Manager user name
The nature of the problem
The steps you took before the problem occurred
The main statement of any error message you may have received. (You may attach a screen capture of the error message if you know how to do this.)
Required Documents:
Your resume
Ecclesiastical endorsement by the Archdiocese for the Military Services USA signed and dated within 12 months prior to the closing date of this announcement
Federal Form OF-306 Declaration for Federal Employment signed and dated not earlier than 90 days prior to the closing date of this announcement
Documentation of Clinical Pastoral Education or a detailed description of education you would like considered as equivalent
Transcripts of graduate education (copies are acceptable)
if you are a Veteran, submit copies of all discharge forms DD-214.
If you are claiming 10-point Veteran preference submit form SF-15 with the documentation described in the instructions to that form.
Incomplete applications will not be considered.
Once the online questionnaire is received you will receive an acknowledgement email that your submission was successful. The acknowledgement email does not mean that your application is complete. You must submit all the documents listed in the How to Apply instructions.
All applicants will be notified of the results of the review of their qualifications by the Board of Excepted Service Examiners.
All qualified applicants will be rated by the Board of Excepted Service and Examiners and given a numerical rating from 70 to 100. Veteran's preference will be added to the score.
If your name is referred to the selecting official you will be contacted directly by that office in an interview is desired.
All applicants will be notified of the results of the review of their qualifications by the Board of Excepted Service Examiners.
After the vacancy has closed, you will receive notice of results via email or by mail, if no email address was provided by you during the application process generally 1-2 weeks.
If referred to the hiring agency, once a selection is made you will be notified (generally 2 - 3 weeks).

Physical Requirement: The work is generally sedentary. The Chaplain typically sits at a desk or table with some walking and standing. Items carried are typically light such as books and files. Walking throughout the medical center is required to interact with Veteran patients.
