The Housing Referral Assistant organizes and coordinates all aspects of the housing referral program; assisting military members and their families, unaccompanied military personnel, and eligible civilians in finding suitable and adequate housing in the local community and ensuring suitable housing is made available through cooperation with local realtors, property owners and managers. In addition, assists unaccompanied airmen in obtaining suitable on-base quarters.
Operate in accordance with all provisions and requirements of AFI 32-6005 and other related/applicable AFIs and directives.
Provides newly arriving military personnel all information available associated with locating and obtaining local rental property appropriate to their needs to include, BAH information, Maps, lists of available houses and apartments, and landlord contact information.
Maintains local lists of available housing located on the DoD Automated Housing Referral Network (AHRN) website by assisting property managers in updating their listings, and identifying and deleting outdated entries.
Maintains Keesler's Rental Partnership Program by briefing both landlords and military personnel, determining eligibility, completing necessary paperwork, and arranging for the military member's rent to be paid by allotment.
Develops, maintains, and updates forms and handouts associated with Rental Partnership Program entry and termination.
Conducts property inspections to ensure suitability of environmental, health, welfare and safety conditions.
Acts as an advisor to military members as well as owners and agents regarding housing laws and DoD equal opportunity policies and programs, Rental Partnership Program (RPP), Air Force housing regulations; how to qualify property for listing with the housing office; state and federal statutes concerning leases, security deposits and military clauses; and the scope of assistance available in the event of landlord/tenant disputes.
Maintains a detailed file system (both paper and electronic) of available and rented properties, members who are currently in RPP, and also those who have departed the program.
Provides standard reports indicating workload, defining issues, and proposing solutions.
Maintains Housing Referral information on the Virtual Outprocessing System.
Briefs newly arriving personnel at Base Newcomers Orientation.
Conducts survey of available housing (1/2/3 Bedroom apts and 3/4 bedroom houses) plus rents, contact information, census information, and flood zones; etc. and submits online as part of the annual BAH submission.
Acts as liaison with MAC, the contract bank utilized by DoD for the Rental Partnership Program to include addressing problems, answering questions, and ensuring our (and their) database is up-to-date and accurate; plus submits new 2300/2800 SAS data and accesses and interprets monthly payment registers.
Maintains data on local landlords participating in the Rental Partnership Program, including bank information, addresses, contact information, rental property descriptions; etc.
Operates AFRIMS and maintains system of paper and electronic records on two separate servers per Air Force record management procedures.
Maintains Equipment Management account for Housing Referral high-value equipment inventory items.
Operates government vehicle.
Maintains Housing Referral Self Inspection Guide checklist.
Acts as the base level POC for DoD Housing Assistance Program (HAP).
Maintains Community Housing section of ACES database plus uses Oracle to access data.
Serves as a liaison between landlords, military renters, and their Chain of Command when complaints, disputes, and disagreements arise.
Obtains community support for military utilization of off-base housing by developing and maintaining liaison with community landlords, real estate agents, property managers, private owners, home builders, civic groups and other agencies regarding housing needs of military and DoD civilian personnel.
Ensures dormitories are maintained in good condition to include no leaking faucets, no clogged urinals/commodes, hot and cold water available, adequate ventilation.
Reports safety issues to EMCS and Customer Service where a work order is generated and tracked.
Arrange for and maintain secure bulk storage space provided for each resident.
Ensure residents sign for room furnishings and linen on AF Form 228.
Responsible for maintaining Unit Integrity assignment plan in accordance with AFI 32-6005.
Ensure dormitory space being utilized to the maximum extent possible.
Maintain and reported quarterly metric to AETC.
Ensure housekeeping meet the standards of the Wing Commander.
Provided assignment and termination to Active duty Air Force, Navy, Marine, Air National Guard and Reserve personnel residing in my dormitories.
Mantains occupancy by room in the Automated Civil Engineering System-Housing Management (ACES-HM Module).
Accountable for maintaining inventory of all furnishings in ACES.
Mantains BAH waiting list for unaccompanied personnel.
Prepare requisitions for purchase of inventory.
Performs facility management.
Ensure resident compliance with USAF directives and military living standards.
Accountable for a running inventory of all furniture's located in living quarters and common area, maintain furnishing Custody Receipt and Condition report for all room occupant on initial inspection.
Serve as Facility Manager responsible for coordinating maintenance, safety, fire prevention, cleanliness, grounds and inspections of interior and exterior structure of building.
Required to comply with PPE requirements and standards.
Responsible to perform all assigned duties as safely and efficiently as possible to maintain a safe work environment in accordance with all applicable rules and standards including, but not limited to, OSHA and National Fire Protection Association (NFPA) Life Safety Codes and Standards.
Must be able to troubleshoot and identify problems.
Works job assignments, researches and requisitions materials, and prepares necessary documents and reports.
Schedules work and verifies quality of work performed.
Able to read and interpret Work Orders, parts requests, drawings/schematics/ blueprints and manuals in order to accomplish assigned duties.
Accomplishes periodic inspections, recurring maintenance requirements and associated documentation. Maintains systems to conform to written guidance and applicable changes.
Maintains required operating forms and records and assures proper use of all assigned shop equipment.
Complete jobs using a variety of hand tools, portable power tools, shop equipment, standard measuring instruments, make standard shop computations relating dimensions of work, and select materials necessary for the work.
Makes adjustments to, and maintain shop equipment, and hand-tools to ensure proper operation.
Requires working scheduled and unscheduled overtime work including areas other than respective skilled trade.
Perform other duties as assigned in accordance with contractual, functional and mission requirements.
Position is classified as mission essential and requires employee to shelter at work site and respond to disasters and other contingency operations.
High School diploma or equivalent.
At least 5 years experience in a USAF Family Housing office or USAF Dormitory Management.
At least 5 years experience in direct USAF Customer Service.
5 years experience working with ACES and IWIMS is desirable.
Must have demonstrated written communication skills including preparation of reports, PowerPoint presentations, spreadsheets, etc. Must be able to demonstrate proficient use of English grammar and spelling.
High level of personal skills to include mediation training.
Knowledge of USAF housing management instructions, policies, principles, concepts, and methodologies, including AFI 32-6005.
Knowledge of realty practices including management of rental and sale property and knowledge of the principles, techniques, and methodology related to housing referral and relocation support services.
Knowledge of housing audit or survey requirements and procedures to perform regular or periodic reviews of local housing management operations.
Skill in interviewing to obtain factual information and to explain housing policies, relocation assistance, and local procedures to USAF military members.
Ability to analyze interrelated issues of effectiveness, efficiency, and productivity, and develop recommendations to solve problems.
Must be able to comply with PPE requirements and standards.
Must possess valid State Driver's License; must have the ability to obtain and maintain a United States Government and/or United States Air Force vehicle driver's license.
Must have favorable National Agency Check (NACI).
Must have ability to meet the requirements for issuance of a computer network account (favorable National Agency Check and successfully complete computer security training) and any required security clearances including flight line access.
Ability and willingness to work as a member of a team.
Must have proficient English verbal and written communication skills.
Computer skills required to include: ability to utilize computer automated systems to perform assigned duties including: Microsoft Office Suite, planning, ordering materials, TLS timesheets, and email functions.
Must be able to lift a minimum of 50 pounds.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
