Physical Security Specialist

The Physical Security Specialist at the Gulf Coast Veterans Health Care System (GCVHCS) and its five Community Based Outpatient Clinics (CBOCs), five Vet Centers and two National Cemeteries, performs a variety of assignments for the Police Services, performing technical security functions. Serves as a Physical Security Specialist, and as such is to serve as a technical expert for Physical Security related laws, regulations, function, security, policies and procedures. Evaluates the Medical Center security program based upon operating results, trends, statistics and problems; makes appropriate recommendations. Duties include but are not limited to:
Conducts physical security inspections and vulnerability assessments. Ensures sensitive areas, equipment and/or other materials are not compromised, sabotaged, stolen, misused or subject to malicious mischief or other acts of willful interference Prepares for and responds to local and higher echelon formal inspections through critical analysis and inspections. Coordinates and monitors the utilization of access control technologies to exclude or restrict site access. Develops and writes comprehensive written reports of findings, recommendations, and evaluation of physical security practices and posture. Maintains a suspense file on recommendations to conduct follow up reviews on corrective actions taken on discrepancies. Provides advice and assistance to staff to assure that proper security protection is afforded during all aspects of operational activities. Creates comprehensive security procedures to reduce risks identified during assessments of the facilities. Responsibilities include ensuring the protection afforded to all areas that are identified as sensitive and the protection afforded monetary areas (Agent Cashier, Credit Union, etc.) and high dollar value items. Maintains records concerning annual and semi- annual security assessments and inspections of the facilities and community-based clinics. Monitors a suspense file on corrective action processes related to the outcome of the assessment or inspection. Implements security policies and procedures in all matters pertaining to the physical security program. Develops plans, policies and procedures to provide the Medical Center the capability to effectively identify and fulfill physical security requirements Performs law enforcement work in the preservation of the peace, the prevention, detection and investigation of crimes occurring on Department of Veterans Affairs controlled property. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
demonstrating knowledge of Physical Security, body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protection of life and property. Specialized experience must have included active arrest authority and firearm proficiency with a license to carry. Creditable specialized experience may have been gained in any of the following:
work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forest, or other natural resources or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a related field or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work in a related field of the Physical Security (transcripts required). OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a post graduate education that demonstrates your ability to perform the duties of the position is fully qualifying at the GS-09 level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 (transcripts required). Physical Requirements:
The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms, pursuing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings, or walking foot patrols in and around large buildings. In some positions, the work may regularly involve lifting and carrying of heavy objects of 23 kilograms (50 pounds) or less, such as weapons. Some positions may require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
