INFORMATION TECHNOLOGY SPECIALIST (APPSW)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education:
A Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one of more of the identified above fields identified above and required the development or adaptation of applications, systems or networks. Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent):
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include performing system level tests; integrating Computer Software Components; performing system testing and demonstration of software requirements for locally produced trainers and simulator systems; analyzing the project's concept, type of system required, need for specialized software and hardware, assembling the development team, scheduling technical interchange meetings, and identifying the project's subject matter experts (SME). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge to independently develop software driven training systems using techniques, procedures, and processes such as computer operating system theory, data structures, computer system architecture, software engineering, interface communications and network protocols. 2. Knowledge to independently develop computer graphic displays for training systems through the understanding of graphic display systems, graphic languages, and techniques involving pre-processors, graphical algorithms, memory management methods, and communication links. 3. Working knowledge of software programming languages such as Basic, C, Pascal, Ada, Delphi, assembler and the ability to analyze computer system hardware and software requirements of assigned projects and identify currently available and logistically supportable equipment that is required. 4. Ability to use large and small computer systems and peripherals to author and change Simware language coding. 5. Ability to work harmoniously with all levels of personnel within the component. 6. Ability to establish program objectives and to assess progress toward their achievement. 7. Ability to effectively communicate orally and in writing. 8. Ability to analyze problems and to develop timely and economical solutions. 9. Ability to analyze, evaluate, and accomplish studies and special projects. 10. Knowledge of video and audio development with the ability to integrate and control through software is desirable. PART-TIME OR UNPAID
Experience:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
