Medical Administrative Program Specialist

The Assistant Chief, Medical Administration Service position demands high level of administrative analysis across a broad spectrum to meet the needs of the Service. Incumbent performs a variety of special studies, investigating and evaluating facts and trends. The Assistant Chief determines shortfalls and variations between actual resource availability and Service requirements; then takes or recommends appropriate corrective action. He/she defines objectives and designates priorities to be assigned in accomplishing tasks and responsibilities for Service operations. Major duties of this position include but are not limited to:
Directs the Medical Administration Service in broad patient administrative areas, providing resource allocation data and related interpretations for the assessment of the budget and other resources; Plans, develops, and manages assigned fiscal, labor, personnel, and training functions of the service; Prepares estimates of personnel, funding and other resources needed for review by higher management levels; Provides technical and administrative support to physicians, nurses, and other primary care providers; Demonstrates expertise in health record content and works closely with Quality Management Service to develop processes to improve performance on quality indicators such as SAIL; Ensures the legal and regulatory requirements for Veterans' healthcare are met; Sets policy and operating guidelines for the Medical Administration Service areas of responsibility and communicates policy throughout the system; Prepares and issues internal instructions and procedures for accomplishing work; Resolves difficult eligibility, patient processing, patient travel, consult management and medical records problems across the healthcare system; Participates in various facility, VISN, and national committees requiring health information management subject matter expertise such as the Compliance Committee; Works with clinical and administrative Service Chiefs to ensure that the work of the Medical Administration Service is integrated with the work of other Services; Plans work to be accomplished, establishes priorities, assigns work to employees, develops performance standards, and evaluates employee performance; Initiates personnel actions to fill vacancies, and to promote, reassign, change appointment status or recognize outstanding performance of employees; Analyzes clinical data from various sources to identify trends, potential risks, and opportunities making appropriate changes in staffing, workflow, and developing contingency plans to ensure continued service delivery; Coordinates and leads meetings, conferences, training sessions, and other forums to facilitate communication and coordination with program/project stakeholders; Instructs, advises, and counsels employees on both work and administrative matters; Prepares training materials and participates in orientation and instructional activities for both clinical and non-clinical staff. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with an advisory or directional authority over such facilities. The work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. Specialized experience must demonstrate knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory groups; Assessing and managing a healthcare operation; Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
